This is a replacement leg hole closure for both Tote Cart and United Steel & Wire carts. This is an after market replacement that simply bends to insert the cart seat mount wires into each end of the plastic leg hole closure. United Steel and Wire and Tote Cart manufacturers both went out of business over a decade ago and they both utilized the same leg hole closure design and had a similar two piece handle design.
